Autoload

Bot owners shouldn't have to explicitly configure all the plugins to be loaded, since it pollutes the config file and means that new plugins installed with an upgrade have to be enabled manually. However, while most plugins should be loaded by default if they exist, some plugins should not, since they require specific configuration or perform potentially unwanted operations. In addition, bot owners should be able to prevent certain plugins from being loaded, if they wish.

1. Autoload plugins unless plugin author disables autoloading

1. What about out of tree plugins? Should they only be manually loaded? How does one detect them, anyway? Manually search the path?
